We have pressure tanks, but not storage tanks. dh says we have tanks, but I think he means the pressure tanks because if we did have a storage tank, we would not run out of water so quickly when we loose power.
We loose power about once every 2 months (rural living!) for a few hours. We even have an unofficial schedule when that happens:
1) everyone goes to the bathroom and "shares" a flush
2) we do a cleanup on everything on the floors so no one trips in the dark (when it gets dark - we have so many windows that it takes a long time after the sun goes down to get DARK)
3) find the lanterns (in the master bath, dh's office, the laundry room and under the kitchen sink.
4) play games and puzzles in the living room until early bed

but, no showers/baths, no washing dishes in the sink, etc.
we have 4 toilets in the house, so we rotate which we use after the power goes out. When I say we have 6 flushes, that is 6 times in the same toilet, so I often fill a pitcher of drinking water too before we loose it all.
we do have some water storage downstairs, but our power isn't off long enough, usually, to break it out.

Do you have a water tank?

My father had well water, and a 5000 gal tank, which he would try to keep full in case the electricity went off or the pump broke. There was some sort of outer "tap" he could use to get the water without using the pump. He also used it to store trucked in water a few times when the water tables were too low for his pump to access ground water.

For us (city water), we'll probably have washing/flushing water unless the entire city loses electricity to run the water plant, but I use filtered water (refill 5 gal bottles right now) for drinking and cooking. We've ordered a gravity filter though.

When you say utilities.....
I live on a well. so if the municipal water systems are shut down, I can still get clean and fresh water. (part of the reason I wanted a well!)
but if my electric is shut down, we are OUT of water in 6 toilet flushes. :) (I am working on an alternative, but money is tight right now)
